 Risk Management Policy

In March 2005, the European Commission presented a discussion paper giving options for future risk management policy.  The paper floats several options including risk insurance, for example, crop loss insurance with 50% EU funding possibly out of the rural development budget.  This idea had been rejected by former Agricultural Commissioner Fischler a couple of years ago.  The second option is for some form of stabilization funds.  The third option is for income support payments where in any given year, a farmer's income declines by 30%, up to 70% of the income losses would be made good.
